    Water in my fuel, collecting and persisting, what can I do?

    My father and I have a 1985 Chevy Citation we keep around for a spare car, we have had a reecurring problem with water collecting in the gas until it actually fills up the fuel filter.  This happened when we first  bought it my dad took it on a road trip and had to replace the filter every couple hundred miles or, as the summer rolled around this problem didn't seem to recurr until I needed to use it again the next fall.  I have actually been able to pour the water out of the filter after I swap it but as of the last time it barely ran for 10 min before it clogged up again.  What is causing this and what can I do to fix it?  Our plan was to take the fuel tank off replace the pump and try and blow out the fuel lines is this what is necessary or can i use the chemical additives I have seen in some stores safely to fix this?
