Sometimes this happens when there is pressure aginst the steering wheel such as when you are parked facing up or downhill and the wheels are not straight. If the key is stuck and the wheel will not turn, try shaking the steering wheel left and right vigorously while trying to turn the key back to the unlock position. sounds like it is stuck in between on and off. it might help to squirt a little WD 40 in along side the key. If that doesnt work, get a blow torch and burn the steering wheel off, You can then just steer it with a vice grip wrench!!!
