Rear window washer and wiper will not run.  Check fuse and it is okay. Even when I leave rear wiper controls in the full position, I don't seem to here anything running.  Any ideas where to start with troubleshooting?

Power steering fluid is boiling out the cap of the pump.  The local dealership wants to replace the steering gear to remidie this problem.  This sounds kind of wackie to me.  What do you think?
