I have the same prob with a 1999 Regal.  My mechanic says that in order to troubleshoot it, I should buy an A/C Control Panel (Retail about $580!).  Got one off of ebay, & after looking at it, am tempted to install it myself.  Will update later....   keywords: buick, new buick's, buick ...
