What should be the RPM ratio during shifts on an automatic?

I have a 01 Dakota (I have had for about 6 weeks) that feels as if the power booster for the brakes isn't assisting when I brake it takes alot of pressure to stop.
I read somewhere that the booster should have 20 inches of vacum.I have 15. If you have one(or know) could you check to see
how much you have. Or if you know of something else let ...
