98 Durango and it seems to be a draw down situation

How much draw on the battery is there when the key is in the off position and nothing is on (dome, park lights, etc.)?
I want to check on a 98s normal draw everything off but the keep alive circuit for the computer.

Had a 98 Durango start run for a short moment then stall.
Dash lights took a few seconds to come on and 3 turn ons of the ignition failed to put computer into self test.
Looked at battery terminals = corroded. Cleaned, dash lights came on in about one half the time as before, still cranks starts and stalls.

How long is the A/C on before it stops?

Have just had a 98 take 14 minutes to gas up 23 galons of gas.
Local dealer said gas tank has a valve at the bottom of the fill neck, and it is stuck. Said the fix was to replace the tank at a cost of $500.00.
Is there any fix that we can do that will save that kind of expense?
