why has my steering locked and my ignition key will not budge?  

screws are all out - tried to get the clips ( plastic screws ) out along the bottome edge and a "clip" snapped off and fell out - stopped before I did more damage. What is the correct way to get the panel off so I can replace the window lifting mechanism ( electric )
