mitsubishi eclipse won't start Starter (RSS)

The starter won't turn over all I hear is a buzz. I have cleaned the battery and all of the wires.
I have charged the battery. I have used a jumper battery, I have replaced the starter.
I called the store and asked them to check the old starter and they said it was good.
