4 Cylinder Camry - Overheating- cooling fans will not run automatically - replaced thermostat and relay- fan motors check out ok, can be bi-passed and will run. What else could it be?

My 10amp fuse for my radiator fan keeps blowing. The 40 amp under the hood for the fans is fine, as soon as i turn the key to acc... Doesn't even have to be started or hot it blows ....anybody help.......
